How to invoice for cleaning services comes down to three decisions: how you price the job (hourly, per clean, per room or per square metre), how often you bill a regular client (every clean or once a month), and whether GST goes on the invoice. Get those right and the invoice itself takes two minutes in a cleaning invoice template. This guide covers each decision with real numbers, plus the ABN, withholding and TPAR rules that catch cleaning businesses out.
This is the how-to and decision guide. For the full list of what a tax invoice must show, see tax invoice requirements in Australia. For the yes/no rule on charging GST, see do I add GST to my invoice?
How do you invoice for cleaning services, step by step?
Pick one pricing model per client, write each line so the client can see what was cleaned and when, and add GST only if you're registered. Then send it straight after the clean, with short payment terms and your bank details.
- Header: "Tax Invoice" if you're GST-registered, "Invoice" if you're not.
- Your details: business name and ABN. Commercial clients need the ABN, and the reason is covered below.
- Client and property: who engaged you and the address you cleaned. These are often different people (tenant vs property manager, owner vs body corporate).
- Invoice number and dates: a unique number, the invoice date and the date of the clean. See how to number invoices if you run recurring clients.
- Line items: the clean itself, then extras and supplies as their own lines.
- Totals: subtotal, GST (if registered) and total.
- Payment terms and bank details: 7 days suits most domestic work. Our guide to invoice payment terms compares the options.
Which pricing model should a cleaner put on the invoice?
Use the model you quoted. Hourly suits unpredictable work, a flat per-clean fee suits regular domestic jobs, and per-room or per-square-metre pricing suits end-of-lease and commercial work where the client wants a fixed number upfront. The invoice should mirror the quote line for line, so there's nothing to argue about.
| Pricing model | Best for | How the invoice line reads | Watch out for |
|---|---|---|---|
| Hourly | One-off deep cleans, hoarder or post-renovation jobs | "Cleaning labour, 4 hrs × $55" | Clients query hours. Note start and finish times. |
| Flat per clean | Weekly and fortnightly domestic cleans | "Fortnightly clean, 3-bed house, 14 Oct" | Scope creep. List what the flat fee covers on the quote. |
| Per room / per item | Carpet steam cleaning, windows, end-of-lease add-ons | "Carpet steam clean, 3 rooms × $45" | Define a "room" (is a hallway one?). |
| Per square metre | Offices, warehouses, builders' cleans | "Office clean, 320 m² × $0.85" | Measure once and put the area on the quote. |
| Fixed end-of-lease package | Bond cleans priced by bedroom/bathroom count | "End-of-lease clean, 3 bed 2 bath" | State what's excluded (walls, carpets, outdoor areas). |
The rates in this table and the examples below are illustrations of the maths, not recommended prices. Set your own from your costs and local market.
What should a cleaner itemise on an invoice?
Itemise anything the client might not expect: extras, supplies you bought for them and travel. Bundle the routine work into one line. Separate lines stop "why is it more than last time?" emails and make your records easier to read at tax time.
- The core clean: one line with the date and property, e.g. "Weekly clean, 12 Smith St, 7 Oct".
- Extras: oven, inside fridge, inside windows and tracks, blinds, walls, balcony, garage. Each its own line with a quantity.
- Supplies: only if you charge for them separately. If products are included in your price, say so on the quote and leave them off the invoice.
- Equipment hire: carpet machine or pressure washer, if hired for the job.
- Travel or call-out: for jobs outside your normal area, as a flat fee or per kilometre.
- Waste removal: rubbish runs after a move-out, priced per load.
- Cancellation or lock-out fee: only if it was agreed in writing beforehand.

Should you invoice recurring cleans weekly, fortnightly or monthly?
Invoice per clean if clients pay late or come and go; invoice monthly if they're reliable and you want less admin. Per-clean invoices get you paid faster. Monthly invoices mean fewer documents but a bigger bill, and the amount changes with the number of cleans that fell in the month.
| One invoice per clean | One invoice per month | |
|---|---|---|
| Cash flow | Paid within days of each clean | Paid up to 5–6 weeks after the first clean in the month |
| Admin | 2–5 invoices per client per month | 1 invoice per client per month |
| Risk if the client stops paying | One clean unpaid | A month of cleans unpaid |
| Client experience | Same amount every time | Amount varies (2 or 3 fortnightly cleans) |
| Best for | New clients, tenants, one-offs | Long-term clients, offices, property managers |
The variable-amount problem is real. A $150 fortnightly clean on 2, 16 and 30 October 2026 is three cleans, so October's monthly invoice is $450. November then has two cleans (13 and 27 November), so it's $300. List each clean date on the monthly invoice so the client can see why the total moved.
Regular cleans are the same invoice, over and over, and the hard part is noticing who hasn't paid. InvoiceSonic (from the same team) saves your clients on the free plan. Pro (A$19/month) adds recurring invoices for weekly and fortnightly cleans, plus automatic reminders at 7, 14 and 30 days, so a client who skips a payment gets a nudge without you having to chase it.
Do cleaners charge GST?
Only if you're registered for GST. Registration is optional until your GST turnover reaches $75,000 a year, then it's compulsory. Cleaning is a taxable service, so once you're registered, you add 10% to residential and commercial cleans alike.
A quick way to see where you sit: 10 cleans a week at $150, for 50 working weeks, is 10 × $150 × 50 = $75,000. That's exactly the threshold. A solo cleaner doing 8 cleans a week at that price ($60,000) is under it; one running a small team doing 20 a week ($150,000) is well over it. The threshold is a rolling 12-month test, explained in our GST registration threshold guide.
Under the threshold and not registered? Use a no GST invoice template: "Invoice" heading, no GST line, ABN still shown. Don't add GST "to be safe". If you're not registered you can't charge it, and your client can't claim it back.
Do cleaners need an ABN on the invoice?
Yes, if you run a cleaning business. Without an ABN on the invoice, a business client generally has to withhold the top rate of tax (47%) from your payment and send it to the ATO. On a $300 office clean that's $141 held back, so you'd receive $159.
The ATO lists exceptions in its payments you don't withhold from page. The one cleaners hit most is that no withholding is needed when the payment for the full supply is $75 or less (excluding GST). The ATO also says a larger job can't be split into $75 pieces to dodge the rule. The practical fix is simple: put your ABN on every invoice. If you don't have one yet, see do I need an ABN to invoice?

Does a cleaning business have to lodge a TPAR?
Yes, if it pays contractors to do cleaning. The ATO says a business must lodge a Taxable payments annual report when it provides cleaning services, pays contractors or subcontractors to provide those services, and has an ABN. The report is due by 28 August each year and covers payments to contractors, not employees.
If cleaning is only part of what you do, the ATO's test is whether payments you receive for cleaning are 10% or more of your gross business income for the financial year. A property maintenance business with $200,000 of income, $30,000 of it from cleaning, is at 15% and must lodge if it used cleaning contractors. Source: the ATO's TPAR cleaning services page, and our TPAR guide walks through the 10% test and lodging.
Two things follow for your invoices:
- If you subcontract to a cleaning company, the payments to you will appear in their TPAR under your ABN. Make sure your invoices and your tax return tell the same story. The ATO runs a data-matching program on TPAR data.
- If you pay subcontractors, keep every invoice they send you. The ATO's example includes the contractor's labour and products on one $3,300 GST-inclusive invoice, and the whole amount is reported. You need their details and what you paid them, so a contractor invoice missing an ABN is a problem twice over.
How do you invoice an end-of-lease (bond) clean?
Invoice whoever engaged you, list the property and the date of the clean, and itemise every area and extra. Tenants often forward your invoice to the property manager as evidence the clean was done professionally, so a detailed invoice is part of the service.
- Client: usually the outgoing tenant. If the agent books you on the landlord's behalf, invoice the person or business named on the work order.
- Property address and clean date: on the invoice, not just in an email.
- Scope: rooms, oven, windows, carpets, walls. A checklist line ("kitchen, 2 bathrooms, 3 bedrooms, living, laundry") is fine.
- Re-clean terms: if you offer a free re-clean when the agent flags an item, say how long the offer lasts (e.g. "re-clean within 72 hours of the final inspection").
- Payment timing: many bond cleaners ask for payment on completion, before the keys go back. Put that on the quote and the invoice.
Bond refunds and disputes are decided under your state's tenancy rules and the condition report, not by your invoice. Your invoice is the evidence that the clean happened and what it covered.
Worked example: an end-of-lease cleaning invoice
Here's a GST-registered cleaner's invoice for a 3-bedroom, 2-bathroom house. Prices exclude GST.
| Line item | Qty | Rate | Amount |
|---|---|---|---|
| End-of-lease clean, 3 bed 2 bath, 24 Oct 2026 | 1 | $480.00 | $480.00 |
| Oven and rangehood deep clean | 1 | $90.00 | $90.00 |
| Inside windows and tracks | 14 | $8.00 | $112.00 |
| Carpet steam clean, bedrooms | 3 | $45.00 | $135.00 |
| Wall spot cleaning, labour | 2 hrs | $55.00 | $110.00 |
| Subtotal | $927.00 | ||
| GST (10%) | $92.70 | ||
| Total | $1,019.70 | ||
Check: 480 + 90 + 112 + 135 + 110 = $927.00. GST is 10% of $927.00 = $92.70. Total $1,019.70.
One detail most templates miss: this total is over $1,000, and a tax invoice of $1,000 or more must also show the buyer's identity or ABN. Put the tenant's full name (or the agency's name and ABN, if it's paying) on the invoice. The tax invoice requirements guide linked at the top of this page covers that rule. Not GST-registered? The same job is $927.00, headed "Invoice", with no GST line.
Common cleaning invoice mistakes
- No clean date. The invoice date isn't the service date. Monthly invoices need every clean date listed.
- Charging GST while unregistered. If you're not registered you can't charge it.
- No ABN on commercial invoices. It invites 47% withholding.
- Extras added without agreement. If the oven wasn't on the quote, get a yes (a text is fine) before you clean it.
- Long payment terms on domestic work. 30 days on a $150 clean means you've done four more before the first is due. If one slips, use our guide on chasing overdue invoices.

Frequently asked questions
How do I invoice for cleaning services?
List your business name and ABN, the client and property address, a unique invoice number, the clean date, the clean and any extras as separate lines, and the total. Add 10% GST and head it 'Tax Invoice' only if you're GST-registered; otherwise head it 'Invoice'. Add payment terms and bank details.
Should I send one invoice per clean or one per month?
Invoice per clean for new or slow-paying clients, because you get paid faster and risk less. Invoice monthly for reliable long-term clients to cut admin, and list every clean date because a fortnightly client has 2 or 3 cleans in a month.
Do cleaners have to charge GST?
Only if registered for GST. Registration is compulsory once your GST turnover reaches $75,000 a year. For example, 10 cleans a week at $150 for 50 weeks is $75,000. If you're not registered you can't charge GST.
What happens if I don't put my ABN on a cleaning invoice?
A business client generally has to withhold the top rate of tax, 47%, from your payment and send it to the ATO. On a $300 clean that's $141. The ATO says no withholding is needed when the full supply is $75 or less excluding GST.
Does my cleaning business need to lodge a TPAR?
If your business provides cleaning services, pays contractors or subcontractors to do that cleaning, and has an ABN, the ATO says you must lodge a Taxable payments annual report by 28 August. If cleaning is only part of your business, you lodge when cleaning income is 10% or more of your gross business income.
Who do I invoice for an end-of-lease clean?
Whoever engaged you, usually the outgoing tenant. If a property manager books the clean for the landlord, invoice the person or business on the work order. Include the property address, clean date and every area cleaned.
